Global shipping is entering a decisive phase in the fight against climate change, as governments prepare to return to negotiations over the International Maritime Organization\u2019s Net-Zero Framework. According to WWF, a binding global package aimed at reducing emissions from the shipping sector is still within reach, but political hesitation could undermine one of the most important climate opportunities for international transport. <\/p>\n\n\n\n
The IMO Net-Zero Framework was approved in principle by the Marine Environment Protection Committee in April 2025. It includes two core elements: a global fuel standard and a global greenhouse gas emissions pricing mechanism. Together, these measures are designed to accelerate the shift away from fossil fuels, create regulatory certainty for the maritime sector and support investment in cleaner fuels. <\/p>\n\n\n\n
The formal adoption of the framework, however, was postponed in October 2025. The IMO confirmed that the extraordinary session convened to consider draft amendments to MARPOL Annex VI, including the Net-Zero Framework, had been adjourned for 12 months. During this period, member states are expected to continue working toward consensus while technical work on implementation guidelines proceeds. <\/p>\n\n\n\n
The debate has become a major geopolitical and economic issue. Reuters reported on April 24, 2026, that the European Union is preparing to renew efforts to establish a global carbon pricing system for shipping at upcoming IMO talks, while continued US opposition remains a significant obstacle. <\/p>\n\n\n\n
Climate groups argue that the framework is important but still not ambitious enough. Climate Action Tracker estimates that, in its current form, the framework could reduce shipping emissions by 14\u201322% by 2030 compared with 2008 levels. However, a pathway aligned with the 1.5\u00b0C temperature goal would require reductions of at least 47% by 2030. <\/p>\n\n\n\n
For civil society and climate advocates, the issue is no longer whether shipping needs a global climate framework, but whether governments will adopt one strong enough to drive real transition.
